Description: This course contains CUI. This course aligns with Trusted Workforce (TW) 2.0’s transformational changes to the Security, Suitability, and Credentialing (SSC) enterprise. This course offers an introduction to the federal personnel vetting program, its history, laws, policies, and regulations as well as the Executive Orders (E.O.) and U.S. laws that regulate and control the program.

Learning Objectives: 

  • Interpret applicable U.S. laws, E.O.s, SEADs, ICDs, ICPG, and national policies governing the federal personnel vetting process.
  • Recognize the Freedom of Information and Privacy Acts and identify federal laws, policies, and regulations that ensure privacy and civil liberties.
  • Identify past events that have impacted national security and shaped personnel vetting.
  • Demonstrate an understanding of SEAD 9 to ensure compliance with whistleblower protection statutes.
  • Identify the purpose of the Federal Personnel Vetting Policy Framework and Program.
  • Describe the Federal Personnel Vetting Guidelines and Standards.
  • Demonstrate an understanding of the personnel vetting domains.
  • Identify the three tiers of investigations, five vetting scenarios, and the associated requirements.
  • Interpret the appendices of the Federal Personnel Vetting Investigative Standards and recognize associated requirements.
  • Summarize the Common Principles in Applying Federal Personnel Vetting Adjudicative Standards.
  • Identify national security position designations and special access requirements.
  • Recognize personnel vetting standards for rendering a trust determination for eligibility to access classified information or to hold a sensitive position.
  • Describe and apply requirements for making the preliminary determinations and temporary eligibility determinations.
  • Record and report trust determinations in internal D/A security systems that feed government-wide repositories.
  • Define the Whole Person Concept.
  • Recognize the authorized federal investigative service providers.
  • Understand requirements for the safeguarding, handling, and retention of personnel vetting records.

Target Audience: Federal Government personnel who perform national security adjudication or who have national security adjudicative related functions (Collateral and SCI).
