Description: Describes the authority and outlines requirements that Heads of Department of Defense (DoD) Components may be authorized in emergencies in which there is an imminent threat to life or in defense of the homeland. The Heads of the DoD Components may authorize the disclosure of classified information, including information normally requiring the originator's prior authorization, to an individual or individuals who are otherwise not routinely eligible for access.
