Description: This course introduces the Department of Defense (DOD) Industrial Security Program. The course presents the legal and regulatory basis for the program and how the program is implemented throughout the DOD.

Learning Objectives: This course is designed to enable students to:

• Recite purpose of the National Industrial Security Program (NISP).
• Identify different security requirements for contractors in different environments.
• Understand security requirements on unclassified contracts.
• Identify what is required of contractors working on a government installation vs. their own facility.
• List the industry roles of the Facility Security Officer (FSO), the Information System Security Manager (ISSM), and the Insider Threat Program Senior Official (ITPSO);  the DCSA roles of the Industrial Security Representative (IS Rep), the Information System Security Professional/Security Control Assessor (ISSP/SCA), and the Counterintelligence Special Agent (CISA).
• Define the term Cognizant Security Office (CSO).
• Understand the role of the Defense Counterintelligence and Security Agency (DCSA) as CSO.
• Understand the industrial security contracting process, including use of the Statement of Work and the roles of the Contracting Officer and Contracting Officer’s Representative (COR).
• Be familiar with the forms used in the NISP, including the DD Form 441: DOD Security Agreement and the DD Form 254: DOD Contract Security Classification Specification.
• Define basic terms used in the NISP, including Facility Clearance, Personnel Security Clearance, eligibility,  access, and classified visits.

Target Audience: The target audience is Facility Security Officers at cleared DOD contractors participating in the NISP. Secondary audiences include other contractor security personnel, DCSA Industrial Security Representatives, and DOD Industrial Security Specialists.
